बाढ़ में ज़रूरतें क्यों नहीं बहतीं? उसने पूछा मैंने कहा --ज़रूरतें बाढ़ की कोख में बढ़ती हैं उन बढ़ी हुई ज़रूरतों का क्या होता है? उसने फिर पूछा मैंने कहा --बढ़ी हुई ज़रूरतें विज्ञापनों में ढाली जाती हैं उनसे सत्ता के संचालन और राजनीति की ऐसी सूरतें निकाली जाती हैं जिनसे जन-प्रतिनिधियों की चिन्ता को फलक मिलती है, एक ललक मिलती है, बाढ़ में डूबे हुए लोगों को जीने की, जीने की ललक मरी हुई बच्ची और बहे हुए भाई को डबलरोटी और अस्पताल की चारपाई में बदल देती है जहाँ आदमी और और ज़िन्दा रहने की कोशिश करते हुए एक दिन ज़मीन में गड़ जाता है । होशियार कवि उसे अपनी कविता की विषय-वस्तु में ढालकर ख़ुद के सरकारीकरण की ज़मीन तैयार कर लेता है मरने के बाद सरकारीकरण के बाद उसकी आत्मा को मिली हुई शान्ति क्रान्ति के भूतपूर्व नारों का मज़ाक उड़ाती है जैसे नंगे पैर चलते ग्रामीण के चेहरे पर धूल और धुआँ फेंकती जीप ।
